Humber
Texas Department of Public Safety records show that a Hearne resident remains listed on the state’s sex offender registry following a conviction for aggravated sexual assault involving a child.
According to registry information maintained by the Texas Department of Public Safety, Vence Abran Humber, 58, is classified as a moderate-risk sex offender and is required to register for life. State records indicate Humber’s registration is verified annually through the Hearne Police Department.
The registry lists Humber’s residence as 108 W. 10th St. in Hearne. He is identified as a Black male, standing 5 feet 10 inches tall and weighing 153 pounds, with black hair and brown eyes. DPS records show a primary photograph was reported on Oct. 15, 2025.
State records also list several aliases associated with Humber, including Vince Abram, Vince Everett, Vinnie and other variations of his name.
According to DPS information, Humber was convicted of aggravated sexual assault under Texas Penal Code 22.021. Registry records indicate the victim was a 14-year-old male. The disposition date associated with the offense is Jan. 29, 1990.
The registry notes that Humber has been discharged from parole or mandatory supervision. However, under Texas law, he remains subject to lifetime sex offender registration requirements.
The most recent verification on the registry was completed Oct. 15, 2025, by the Hearne Police Department. Records show his initial registration with the agency occurred Oct. 7, 2019.
Texas law requires registered sex offenders to provide identifying information and regularly verify residence and other personal details with local law enforcement agencies. The frequency of those verification requirements varies based on the offender’s classification and registration status. Humber’s record indicates he must complete verification annually.

Risk levels are intended to help the public understand the likelihood of reoffending based on available assessment information. meaning he is expected to remain subject to registration requirements indefinitely unless otherwise modified under applicable law.
